The expected energy spectra of 11- and 22-year variations of cosmic rays are determined, and the time-dependent change in the energy spectrum of the isotropic intensity of cosmic rays for 1955-1983 is evaluated. The solution of the anisotropic-diffusion equation is compared with experimental data, and it is shown that the change in the energy-spectrum index from solar maximum to minimum can be explained in connection with the change in the dependence of the diffusion coefficient on rigidity.
