Results on the soft X-ray sky background obtained in two rocket experiments have been combined to examine spatial and spectral features with enhanced statistical accuracy. The observed brightness distributions yield no compelling evidence for the presence of an extragalactic or a galactic-halo component. Part of the brightness features show crude correlations with the galactic nonthermal radio-continuum loops. Two-color analysis of the spectral data shows unambiguously that the spectra of the soft background in the range 0.14-1.6 keV cannot be fitted by a thermal bremsstrahlung spectrum of a single temperature, also not when X-ray emission lines are taken into account. For an adequate fit, it is necessary to invoke a low-temperature component (not exceeding 1 million K) which mainly contributes to the radiation in the carbon window. A distinct difference between the spectral shape of low-brightness regions and regions of pronounced enhancements seems to exist.
