Measurements of the east-west drift of the ionospheric F region made at the Jicamarca incoherent scatter radar facility since 1970 are presented. In contrast to the measured vertical drifts, the east-west drifts are found to vary little with solar cycle or season. The drift is shown to be westward during the day and eastward at night, with daytime drift velocities about 50 m/sec, drift reversal at about 1600 local time, and maximum eastward drifts about 105 and 130 m/sec during solar minimum and maximum, respectively. The daytime and nighttime drifts also show little variation with magnetic activity. Results are interpreted in terms of forcing by the E region east-west neutral winds, which are inferred to be essentially unchanged throughout the solar cycle.
