The scientific objectives and the general design of the Far Infra-Red and Submillimeter Space Telescope (FIRST), one of the four cornerstone missions in the current science program of the ESA, Horizon 2000, are described. The principal scientific goal of the mission is the study of cosmos in the virtually unexplored spectral range from 70 microns to 1.2 mm. The discussion covers essential tradeoffs of the alternative system concepts, critical subsystems, and the recommended baseline configuration.
