The excitation energy of the J exp pi = 3+ level in Ne-18 above the proton threshold has been calculated from both the Thomas-Ehrman shift between bound and unbound single particle states and from the shell model structure of the proposed level. The influence of this state on the thermonuclear reaction rate of F-17(p, gamma)Ne-18 has been investigated, and the consequences for the nucleosynthesis of O-17 and O-18 in different explosive stellar environments are explored. The results suggest that in novae experiencing peak temperatures in excess of 2 x 10 to the 8th K, the F-17(p, gamma)Ne-18 rate dominates over the beta(+)-decay, yielding an enhanced O-18 abundance.
