We propose an ATCA study of the highest energy and highest redshift gamma-ray bursts (GRBs). There is growing evidence for a population of "hyper-energetic" GRBs with a total energy release ten or more times the canonical event which release of order 10^51 erg. The energy budget of these hyper-energetic events is a severe test of GRB progenitor models. Radio observations provide complementary and sometimes unique constraints on the total energy release. The CABB sensitivity improvements and the recent launch of the GLAST and Agile satellites (which self-select energetic bursts) make this project timely.
