Experimental results on the latitude effect of cosmic rays, obtained by the research vessel Akademik Kurchatov during February to June 1981, are presented. In addition, theoretical and experimental results pertaining to the latitude effect at sea level during periods of minimum and maximum solar activity are compared, and found to show good agreement. An analysis of data from individual cases (variations of the neutron component during the Forbush decreases of May 14 and March 23, 1969) are used to investigate the energy spectrum of cosmic-ray increases before the Forbush effect.
