Earth-based and Pioneer-Venus radar observations of the Venus surface were used to analyze the two-scale (centimeter and meter-decameter) roughness distribution at different hypsometric levels. The distribution of roughness classes with change in height is compared with the character of the hypsometric curve, which made it possible to identify the height zonality of roughness. These zones are characterized from the viewpoint of exogenetic processes on the basis of a comparison of geological situations at the landing sites of the Venera 9, 10, 13, and 14 with the degree of roughness in these areas.
