Phenomena arising in the F-region under the effects of high-power o-polarized radio transmissions are examined. In particular, in the first 1-3 sec after the process begins, the generation of small-scale density irregularities with a perpendicular scale of not greater than about 3 m is observed near the level of pump-wave reflection. These irregularities are excited in the case of pump-wave powers exceeding the threshold power of the striction self-defocusing of the pump wave, and have characteristics development and relaxation times of the order of 100 ms.
