A fully accretive model of the mass spectrum of interstellar clouds is considered. A solution to the nonstationary equation of mass spectrum is obtained, and the conditions under which a steady state is possible are identified. It is shown that the lower boundary of mass spectrum shifts toward larger clouds with time; the magnitude of this shift is determined.
