Within the framework of Tolman's model the evolution of small-scale density perturbations on the background of large-scale inhomogeneities has been investigated. For a flat cosmological model with different type of dark matter, the formation moments of bright galaxies and their concentrations are estimated of the central region of rich clusters and voids. It is shown that for the region with enhanced density, the formation time of bright galaxies is smaller than that one for the cosmological background by ≡3×108years in the cold dark matter models and by (2 - 5)×109years in the hybrid models with cold plus hot dark matter.
