A self-consistent theory of the evolution and propagation of wavelets on the Galactic disk is presented, and a simplified model based on this theory is proposed. Theoretical results are presented which show that the normal propagating type and a swing type of solutions to the basic equation governing the evolution of the wavelets are applicable to a certain domain on the Galactic disk and a certain region of the wavelet wavenumber. The general evolving type of solution to the basic evolution equation is needed to combine the other two solution types, yielding a coherent total picture of the wave motion. Based on the present theory, it is shown that the swing theory of the Goldreich and Lynden-Bell (1965) sheet model holds only for a certain class of basic Galactic states.
