From the statistic analysis of the solar radio noise level observed with the high time-resolution and synchronous system (HTRSS) of Yunnan Observatory at four frequencies, it is found that during the pre-impulsive phase of a solar flare, there often appeared an enhancement in the noise level of the radiometers and an obvious increase of the occurrence of fast radio fluctuations with values greater than several times of the mean square deviation. These phenomena may imply that the acceleration of electrons begins in the minutes preceding the impulsive phase of a solar flare and may support the idea of Benz that the flare is the result of an integration of micro-energy-releases.
