The design, calibration, operation, and data analysis of two spaceborne extreme-ultraviolet photometers, sensitive at the 584 A spectral line of neutral helium, are described. Analysis of data from the first instrument indicates that to two standard deviations, the bulk speed of the local interstellar medium with respect to the Sun exceeds 15 km/s. Data from the second instrument provides a measurement of the number density of neutral helium in the nearby interstellar medium which is smaller than values derived by cruder measurements by a factor of almost three. When this value of the helium number density is interpreted in the context of theoretical models of the interstellar medium, it is concluded that the temperature of the local interstellar radiation field is less than or about equal to 7000 K and that the solar system may lie within the outskirts of an interstellar gas cloud.
