The program objectives of the European Reusable Carrier (Eureca) system are discussed. The first is to provide a payload carrier that can be separated from the Shuttle in orbit, operated in a free-flying mode, and retrieved together with its payload by the Shuttle. The second is to offer its users the combined advantages of spacelab and a conventional free-flying satellite, namely adequate mass and power provisions, extended operating time (up to six months), orbit altitudes up to 600 km, nonpolluted environments, adequate pointing accuracy, and attitude stabilization. The third objective is to develop a design that is commensurate with the size of payload that can economically be developed in Europe and for which the lowest transportation and operation costs can be obtained. The fourth is to develop a design that makes cost-effective use of hardware already developed and readily accessible in Europe. The final objective is to develop a design that will allow adaptation of carrier performance to the requirements of disciplines other than microgravity, namely astrophysics, geophysics, meteorology, and various technology development fields.
