The effect of plasticity in a neutron-star crust on the frequency of crustquakes is estimated using the classical time law of thermally activated low-temperature creep. It is found that if crustquakes actually do occur, plasticity is exponentially small and its effect on crustquake frequency is apparently unimportant. An analytic expression is obtained for the creep rate and is compared with previously used creep laws.
