A method is described for establishing an astrometric standard with the center at alpha = 21 h 03 m and delta = 52 deg using photographic observations with four uniform wide-angle astrographs. Plates obtained with a 2-m telescope were used to extend the standard to faint stars (down to 22 m). Positions and magnitudes are determined for 1429 stars (16 m or larger) over a field of 4 x 4 deg and 699 stars of 15-22 m over a field of 3 x 3 deg.
