A general theory for the figures of satellites which fixed their shapes
in a state of nonsynchronous rotation is constructed in the first
approximation. Some distant satellites, such as Callisto or Titan, which
have a long synchronization period, may belong to this class of
planetary body. Calculated parametrs are presented.
