Based on the study that the occurrence of equatorial spread-F (ESF) density irregularities is preceded by an upward drift velocity to lift the ionospheric F-peak higher, ion data obtained from the Republic of China satellite, ROCSAT-1 at 600 km altitude have been studied for the ESF onset conditions. A model of the averaged background for the upward drift velocity and the total ion density at ROCSAT altitude is first constructed. Observed deviations in the upward flow velocity and the ion density from the background along the ROCSAT orbit are studied for the ESF occurrence ahead of the track. It is found that the density and its trend are good indicators as the precursors for the ESF occurrences. Combined with the occurrence variations in seasonal, longitudianal, and the Kp dependences, a phenomenological description for predicting the ESF occurrence with some preliminary results will be given in this report.
