The phenomenological basis of Slepian's 1949 essay on an electromagnetic
space drive for spacecraft propulsion is traced to the Maxwell stress
tensor and the third term in the Lorentz force. The possibility of
exploiting the material properties of various media are discussed as
well as a connection to the Casimir stress.
