The question of whether the numbers of X-ray and radio-producing electrons in solar flares is the same has been discussed. Calculation shows that the number of radio-producing electrons NR estimated with nonhomogeneous radio source is approximately equal to the number of X-ray-producing electrons NX for the 1981 April 27 flare. It seems that they have a common population. In addition, the causes of NR increased by a factor of 103 - 104 have been analysed.
