We propose a mechanism of generating solar microwave millisecond spike emission by the electron-cyclotron maser driven by a hollow-beam distribution of 60 keV non-thermal electrons. We have derived the rate of growth of the second harmonic of the x-mode, and its variation in time, the maser saturation time, the saturation wave energy density and the directional properties of the maser. We found that, for a magnetic field B = 507 G, a plasma density ne = 4(+9) cm-3 an electron temperature Te = 1.4 (+6) K, a ratio between non-thermal and thermal electrons ns/ne ~ 4(-5) a scale height of magnetic field B/(dB/dl) ~ 100 km, millisecond spike emission with a high brightness temperature Tb ~ 5 (+15) K will be generated at 2.84 GHz.
