The electrodynamical aspects of beam/return current systems during the impulsive phase of solar flares are discussed. The relevant equations for the electrostatic and the inductive response are given and the solutions are briefly discussed. The conditions for beam propagation are derived and it is shown that under certain conditions beam propagation is inhibited leading to bulk plasma heating.
