Data from the ISEE-3 high sensitivity radio receiver acquired in the range of distance from earth 250 to 14 earth radii is analyzed to sort out the various spectral features observed between 30 and 300 kHz. Electrostatic quasi-thermal (QT) plasma noise was observed over the whole distance range, including inside the magnetosheath and magnetopause. It is quantitatively interpreted by the existing theory where the plasma parameters acquired by other means on the same spacecraft are utilized. In the magnetosheath where the plasma bulk velocity is low, the QT noise spectrum is found to be flat below the plasma frequency fp, in agreement with the ion plasma noise interpretation of that part of that spectrum. The flux density and angular radius of the 2 fp line source were measured, yielding its brightness temperature which can reach 10 to the 12th K but is most of the time in the range 5 x 10 to the 10th to 10 to the 11th K.
