The EISCAT system expected performance, for the UHF component due to become operational in 1979 and the VHF component starting up in 1980, is briefly described. The current status of the EISCAT program, some general theory on incoherent scattering, and physical measurements with EISCAT are reviewed. Some considerations and constraints involved in its use are discussed.
