This study discusses 27-day variations in the azimuthal and radial anisotropy of cosmic rays during low solar activity. Data on cosmic ray anisotropy are correlated with areas of sunspot groups for different hemispheres of the sun. An interpretation of the resulting effects is given. Major conclusions are that anisotropy in the years of minimum solar activity undergoes irregular 13- and 27-day variations, that the amplitude of the variation in the azimuthal component is higher than that of radial variation, and that the areas of sunspot groups in the eastern hemisphere of the sun have no noticeable effect on the azimuthal component.
