The 11-year variation of cosmic rays is analyzed on the basis of stratospheric-sounding and neutron data in conjunction with solar-activity indices and interplanetary parameters. A parameter taking into account the strength of the overall magnetic field of the sun is introduced into a previously derived empirical relationship linking the cosmic-ray intensity with solar-activity parameters and the solar latitude of active regions. It is shown that this parameter leads to a much better agreement with the cosmic-ray data. The features of the modulation of galactic cosmic rays in 1982 are related to the effects of the overall solar magnetic field.
