A new mechanism for the origin of the power-law spectrum of cosmic radio waves is proposed in the context of the synchrotron model. It is shown that, under certain conditions, the observed power-law spectrum may result from the fractal nature of the spatial distribution of the radiating relativistic electrons. The fractal dimension of electron distribution, derived from an analysis of the observed spectral indices, is 1.08 +/- 0.15 in the range 10 - 10 exp 5 cm.
