The effect of stellar radiation at frequencies of discrete transitions to the cooling function of circumstellar gas is investigated. Calculations are performed for the chemical elements C, N, O, Ne, Si, and Fe. Results of balance equation solutions for the excited levels are approximated by simple analytical formulas. A model in which the excitation temperature of the ground-configuration terms is close to T, and that of excited configurations is close to T(*), is proposed. When T is less than T(*), electron heating by second-order impacts increases the energy loss during perturbation, which results in a change of the cooling function sign. The contribution of permitted transitions between perturbed configurations to the cooling rate is usually less than 25 percent.
