The paper is concerned with the effect of the amplification of synchrotron radiation of relativistic electrons due to negative reabsorption in plasma (synchrotron maser) and transition radiation of relativistic particles at small-scale plasma inhomogeneities. It is shown that both mechanisms make it possible to explain the observed intensity and steepness of the emission spectra in the decameter wavelength region. It is also noted that the central component of the radio source is responsible for the main contribution to the radio emission in this band.
