The dominant feature in the Interstellar Boundary EXplorer maps is a
ribbon of enhanced energetic neutral atom emissions. We analyze the
ribbon formation in the outer heliosheath and stability of the resulting
pitch angle distribution function with respect to the fast magnetosonic
and ion cyclotron wave generation.
