Renewed efforts to establish a human presence on the Moon will open up exciting new opportunities for innovative programs in education and public outreach. The lunar surface has several unique advantages for understanding our place in space and for learning science by doing science. These advantages include the abilities to carry out long-term observations of the Earth; temporal monitoring of asteroids, comets, planetary surfaces, variable stars, bursting sources, and other variable celestial phenomena; multi-spectral "panchromatic" remote sensing of the Earth, Sun, Milky Way, and nearby galaxies (all without atmospheric interference); and in-situ sampling of the Earth's magnetotail, solar wind, cosmic rays, and micro-meteorites. Many of these observations and measurements can occur during local terrestrial daytime, thus enabling opportunities for school-time scientific engagement. The prospect of a lunar outpost for scientific research cannot help but generate new interest in the fields of science, technology, engineering, and mathematics (STEM). The potential to "inspire, engage, educate, and employ" will be best realized by including education and public outreach as an integral part of any Moon-based research program. This presentation represents an initial call to action towards these ends.
