Governing equations are derived for an elastic earth model in which the Chandler frequency has a nonlinear dependence on the total amplitude of the polar motion. The basic equations are those of Vondrak (1984, 1987, and 1988), accounting for the fluid core, rotational deformation of the mantle, and a nonequilibrium ocean. The solution of the resulting Liouville equation in the case of variable Chandler frequency is obtained, and the response of the model to atmospheric excitation is characterized. Comparison of model predictions with ILS polar-motion data from the period 1900-1970 is shown to confirm the basic hypothesis underlying the model.
