A survey is presented of transport options available in support of a manned lunar base in the period during which the Space Shuttle and its advanced derivatives will provide the main launch capability into earth orbit. Chemical, nuclear (NERVA, nuclear-electric and air-scooping) and advanced chemical systems (aerobraking, propellant manufacture in orbit and on the moon) have been compared on the basis of cost per man and cost per kilogram delivered to the surface of the moon. In general, nuclear systems are not competitive and do not provide the flexibility afforded by high-performance chemical systems at an equivalent stage of development. A combination of the Heavy Lift Shuttle and lunar liquid oxygen could bring cargo costs down to the region of $2500/kg by the 1990s, as well as providing the first justification for the exploitation of extraterrestrial resources.
