The dynamics of the outer belt of high-energy electrons for various geomagnetic conditions was studied in March 1979 on the basis of spectrometer measurements on Intercosmos-19 (0.3-2 MeV) and on Cosmos-900 (0.8-1.2 MeV). A strong magnetic storm was studied during which the diffusion velocity increased under the effect of sudden impulses. This led to the development of a fast diffusion wave with a shift of the electron maxima at all energies studied toward lower L values; this wave determined the propagation of disturbances induced by the injection of storm plasma into the magnetosphere. Such waves may be a partial cause of the rapid appearance of high-energy electrons (up to several MeV) after magnetic storms.
