We carried out simultaneous two-dish observations of the pulsar PSR 0329+54 in Evpatoria and Ussuriisk at 927 MHz. The time delays between scintillations at the two stations turn out not to fall on the theoretical curve that corresponds to the pulsar's proper motion. Moreover, these time delays vary erratically. We propose mechanisms to explain this effect: influence of the shape of the diffraction spot, a random velocity component of the diffraction spots, and a significant component in the velocity vector of the diffraction pattern along the line of sight.
