The problem of librational dynamics of a satellite under the influence of the gravity gradient and direct solar radiation torques is investigated. Using analytical and numerical methods sufficient and necessary conditions of stability of stationary motions are established. The feasibility of the passive attitude control both with respect to the Earth and to the Sun is considered. Due to simplicity and long lifetime the application of solar-gravitational orientation systems is preferable to small telecommunication and meteorological satellites.
