The dynamical method of determining the correction to Newcomb's (1961) value of the general precession in longitude is described, and several previous results are reviewed. Two significant earlier determinations are revised to allow for the modern values of planetary masses and recent observations of Venus. A correction of +1.12 arcsec/century is thus obtained, with an uncertainty at least as large as the quantity itself. Results are then presented for an application of the dynamical method to 218 years of optical observations of Mars. The properties of the solutions and their underlying assumptions are extensively discussed, and the method of singular value analysis is introduced. The quantities derived include the correction to the general precession in longitude, the correction to the rate of the equinox on the equator, and the correction to the secular rate of the obliquity of the ecliptic at January 0, 1850. It is noted that the result for the correction to the general precession in longitude (+1.21, + or - 0.44, arcsec/century) is in excellent agreement with the value obtained from proper motions of fundamental stars.
