When allowance is made for possible dustlike (p = 0) eras in the early universe, the constraints on the fraction of matter incorporated in primordial black holes become less stringent. Corresponding limits are placed on the parameters of unified gauge theories. Existing observational constraints on the PBH spectrum may be compatible with small-scale inhomogeneity in the early universe.
