Possible reasons for the appearance of gas and dust shells around young stars are considered. The most plausible reason is believed to be the formation of protoplanetary gas and dust disks around a sizeable proportion of young stars simultaneously with their birth. A theoretical estimate of the formation rate for planetary systems around low-mass stars was found to be close to the observed one: about 40 percent of the star-formation rate.
