A regular inverse dependence of the duration of the preliminary phase of substorms with a spontaneous burst commencement on the magnitude of the southern component of the interplanetary magnetic field (IMF) is established on the basis of IMP-8, ISEE-1, and OGO-5 data. The effect of the By component of the IMF is identified, and the effect of solar-wind dynamic pressure on the maximum values of the large-scale electric field in the magnetosphere is noted.
