A magnetic-field-aligned duct model of the type proposed by Muldrew (1978, 1979, 1981, and 1985) is developed to account for observations of plasma-line overshoot during ionospheric modification experiments at Arecibo (Showen, 1975). Data and model predictions are presented in graphs, and good agreement is obtained using a scenario in which Langmuir waves trapped in ducts grow to saturation in the first few msec after transmitter turn-on, lowering the electron density in the duct and hence causing the overshoot. Other phenomena characterized include electron heating due to collisional and collisionless damping, ponderomotive effects, and parallel and inward-radial plasma diffusion.
