The answer to the question of the title is a qualified yes: not directly, nor always, nor completely. A review of the measurement principles of gravimeters, accelerometers, and gravity gradiometers shows that, strictly speaking, only the gravity gradiometer senses the presence of a gravitational field. Only under particular circumstances can measurements made with a gravimeter (accelerometer) be related to gravitation. On the other hand, for some space-borne gravimetry systems, the accelerometer's fundamental insensitivity to gravitation is of particular value.
