Diurnal and seasonal probabilities of the occurrence of the sporadic E layer in the case of oblique sounding are described on the basis of multiyear measurements made on midlatitude paths in 15 channels of the decameter and meter ranges. The stable diurnal and seasonal variation laws of the Es-layer occurrence serve as the basis of a predictive radio-physical model of the midlatitude Es-layer.
