The paper examines a nonstationary model for the disturbance of the polar-cap ionosphere due to a sign reversal of the By component of the IMF. It is shown that nonstationary convective transfer of the ionospheric plasma is the main (and most rapid) mechanism regulating ionospheric restructuring in the polar cap during magnetospheric substorms connected with the By reversal. The characteristic time of the structure change at distances of 1500 km is about 10-25 min.
