The hypothesis of Kawasaki and Sato (1987) and Berezhiani et al. (1989) that the distortion of the microwave background spectrum in the near Wien region is caused by the decay of hypothetical weakly interacting relic particles is examined. It is shown that this hypothesis can explain the entire set of observations of the microwave background spectrum in the case when the decay time scale of the relic particles is much greater than the recombination moment of cosmic plasma at z approximately equal to 1000.
