The dispersion of the elements of nearly circular elliptical orbits is treated in terms of the energy integral and the area integral written in cylindrical coordinates. The corrections to the radius, normal velocity, and tangential velocity are assumed to be normally distributed small magnitudes with a covariant matrix. The second proper moments and the mixed initial moments are obtained. The dispersion and correlation moments are calculated from formulas relating the initial and central moments.
