The nature and distribution of intelligence in the galaxy is considered both in terms of the very great amounts of time that may have been available to the oldest civilisations which may exist and the capabilities of advanced, but not esoteric, technology. The effect of a 'multiplying' factor-colonisation-leads to a galactic scenario in which, by the present time, such older civilisations would have had ample opportunity to utilise every available star-system for their own purposes. The fact that this is apparently not the case, at least in our local environment, is felt to present a paradoxical situation, possible resolutions of which may be either that the occurrence of intelligent life is much rarer than is commonly believed or that our planet occupies a volume of space that has been artificially preserved in a 'natural' state.
