A very efficient, though ill-understood energy conversion process is required to explain how galactic black holes release enormous amounts of energy into the observed cosmic ray electrons and magnetic fields. The fact that this happens raises further questions of fundamental importance for high energy astrophysics and cosmic ray studies: In particular, how is the CR and magnetic energy subsequently transported into the wider intergalactic medium? I describe some physical arguments and results for calculating the energies involved, and also some existing and future observations and experiments that can clarify how the gravitational to cosmic ray and magnetic energy conversion might occur, and the interconnected question of how intergalactic cosmic rays are subsequently transported, diffused, and accelerated.
