A significant difference of empirical probability distribution functions of a number of solar spots W at the 11-year cycle extremum epochs has been established: relatively large W at the cycle maximum are increased to a considerably less extent than small ones. The distribution functions of the radioemission density at 2800 MHz frequency differ slightly; on the contrary, higher intensities are by 10 - 20% greater than the low ones.
